Export DMABUF FD for mlx5 Device Memory

[All HCAs] Added support for exporting dma-buf file descriptors for UAR and DM objects of mlx5. This feature enables mlx5 exporting its PCI memory for those objects while avoiding the possible dangling address issue upon ungraceful memory release (i.e. NIC failures, unbind, etc.).

Support Querying Effective VF Bandwidth when in LAG Mode

[ConnectX-7 and above] Added support for adding mlx5 internal logic to calculate and propagate the effective aggregated LAG speed to all attached vports. This feature:

• Updates the vports affective speed when one of the lag member is changing state

• Extends RDMA core with a new ib_query_port_speed verb and an IB_EVENT_DEVICE_SPEED_CHANGE
