DOCA Telemetry Counters Multi Domain

WinOF-2 now supports multiple concurrent DOCA telemetry-diagnostics consumers per NIC on ConnectX-7 and later adapters, and BlueField-3 and later DPUs.
This capability is disabled by default and can be enabled per NIC using the DocaTelemetryMultiDomainEnable registry key.

Improved EQ Stuck Warning Event Reporting

Improved EQ stuck event reporting by refining the criteria used to print EQ stuck warning events in the event log.

This enhancement reduces false alarm events and helps ensure that EQ stuck warnings are reported only when the condition is more accurately detected.
